donna allen and sabrina bullardANTI-SOCIAL Behaviour Injunctions have been stamped on two local suspected drug dealers, banning them from entering seven settlements across the Borough.

Donna Allen (31) and Sabrina Bullard (aka Kelly) (24), appeared at Leicester County Court on Tuesday, 12 June and were issued with Anti-Social Behaviour Injunctions (ASBIs) which bans them from entering Loughborough, Shepshed, Quorn, Mountsorrel, Sileby, Barrow Upon Soar and Syston. This is the largest exclusion area an ASBI has covered in Charnwood and if the pair enter these areas they face arrest and custody. The exclusion ban runs until 19th June 2008.

The ban follows on from previous court appearances, in which the pair were initially banned from the entire Borough, before appealing to reduce the exclusion zone back in April.

Wendy Brown, from the Community Safety at Charnwood Borough Council who was involved in the case, said: "Donna Allen and Sabrina Kelly are now suffering the consequences of their own anti-social behaviour. If others engage in the use and supply of illegal substances or behave in a threatening, alarming or distressing way, then we should work together to stop them and to make a safer neighbourhood for ourselves and our children.

Isobel Rickard, Head of Housing Services and future Director for Charnwood Neighbourhood Housing, the Arms Length Management Organisation, added: "By getting involved and having the courage to speak out, we can hold people like them accountable for their actions. Help to improve your community and take back control.

Both received the ASBIs for being directly involved in the use and supply of illegal drugs and causing harassment, alarm and distress to local residents. Her Honour Judge Hampton in summary said: "I am satisfied so that I am sure that these defendants have used premises for the use and supply of drugs on a regular basis and that their drug related activity presented a risk of significant harm to the local community.

The order also bans them from:

  • Being in possession of controlled drugs, or engaging in any dealing in controlled drugs within the County of Leicestershire or the City of Leicester.
  • Harassing any person residing, visiting or otherwise engaging in lawful activity, in any way by intimidation, by obstruction, causing disturbance or using abusive, threatening language or behaviour or otherwise:
  • Within the locality of 65 Freehold Street, Loughborough
  • Within the locality of 14a Forest Drive, Sileby

If Allen or Kelly breaches their ASBI they run the risk of arrest and custody. If seen, the public are asked to report the details to Loughborough Police Station or Charnwood Borough Councils Community Safety Unit, safe in the knowledge that they are helping protect the community and that support is in place to help bring the offenders to court.

Sergeant Pete Sihota from Loughborough local policing unit, said; "We are pleased with the ruling because police officers worked extremely hard to tackle local residents concerns and have gathered evidence, using surveillance techniques, to support the councils application for an exclusion order.

"Residents living in the towns and villages covered by the order will no longer have to suffer the problems associated with Donna and Sabrinas activities which include anti-social behaviour, crime, noise, intimidation and discarded needles and it means that vulnerable drug users across the area will no longer have easy access to drugs.

Cabinet Lead for Community Safety, Cllr David Snartt, added: "This is great news for the Borough. It sends a strong message that we will tackle anti-social behaviour head-on.
