Borough prosecutes fly-tippers

Its illegal, a blight on our landscape and it could also be dangerous. From bags of domestic rubbish to builders waste, sofas to  old baths the scourge of fly-tipping doesnt go unnoticed in Loughborough or elsewhere in Charnwood. To combat it Enforcement Officers from Charnwood Borough Council make sure they prosecute anyone who is guilty of the offence. Last week they recorded a hat-trick of successful prosecutions against local fly-tippers.

Three people from across the Borough all pleaded guilty to fly-tipping offences when they appeared before Loughborough Magistrates on Tuesday, 13th November 2007. They became the fifth, sixth and seventh people to be prosecuted by the Council since March " and there are more cases are in the pipeline.

Kevin Ward (46), of Forman Road, Shepshed, admitted dumping builders sacks, heater, plant pots and general garden waste in the car park of Eurospray, Charnwood Road, Shepshed, between Friday, 13th April and Monday 16th April. He was fined £250 and ordered to pay £250 costs plus a £15 victim surcharge after knowingly permitting controlled waste to be deposited and depositing controlled waste contrary to Section 33 (1) (a) and Section 33 (6) of the Environment Protection Act 1990.

Barbara Ann Oates was also fined £250 and told to pay £250 in costs after rubbish was found outside unit 23 at the Dukes Close Industrial Estate, Thurmaston. The 45-year-old, of West Street, Syston, pleaded guilty to knowingly permitting controlled waste to be deposited and depositing controlled waste contrary to Section 33 (1) (a) and Section 33 (6) of the Environment Protection Act 1990.

Finally, also prosecuted was 30-year-old Ryan Phillip Porter, of Barradale Avenue, Sileby who was also fined £150 and told to pay £100 in costs plus a £15 victim surcharge after he admitted dumping green and red plastic household waste bags in a lay by on Slash Lane, Sileby, on or before May 17th. Porter was charged with depositing rubbish other than in accordance with a waste management license authorising the deposit of controlled waste contrary to 33 (1) (a) and Section 33 (6) of the Environment Protection Act 1990.

Chris Cary, Charnwood Borough Councils Senior Enforcement Officer, said: "To have three successful prosecutions on the same day is a fantastic result. The incidents happened in three different locations in the Borough and it just shows that we will actively investigate all fly-tips and track down the perpetrators.

Chris went on to say: "Our aim is to create a cleaner, greener Borough and hopefully prosecutions such as this will send out the message that fly-tipping will not be tolerated in Charnwood.

Cllr Mike Preston, Charnwoods cabinet member for the Environment, added: "Fly-tips are a blot on the landscape and we are determined to make those responsible pay for their actions. Congratulations should go to the enforcement team for their dedicated work in tracking down these people and bringing them to justice.
