Plans to secure a new future for six homes for older people are set to move forward.

Leicestershire County Council’s ruling Cabinet meets on March 3 to hear an update and invite companies to tender.

Last year, the County Council decided to transfer six homes - Catherine Dalley House in Melton, Hadrian House in Thurmaston, Huntingdon Court in Loughborough, Harvey House in Barwell, Kirby House in Kirby Muxloe and Woodmarket House in Lutterworth - as “going concerns” to independent providers. Existing residents and staff will be able to remain there. The Council already makes 85 per cent of its care placements (1,575 people) in independent sector care homes.

 

They also decided to retain the four homes - Lenthall House in Market Harborough, Curtis Weston House in Wigston, The Limes in Hinckley and Tillson House in Coalville - which provide specialist support, such as dementia care. Together with drawing up further plans to develop extra-care schemes across Leicestershire, in partnership with District Councils and housing providers.

A report to the Cabinet now reveals community care assessments have been carried out on all the residents of the six homes, to ensure that their needs are met and staff and unions have been consulted about the changes. A "considerable number" of organisations have expressed an interest. These have been evaluated and a number will now be asked to tender.

 

Silverdale, a learning disability hostel due to close in May, and which is next to the Catherine Dalley site, will also be offered for sale through this process. This would provide an option for a larger-scale development for older people or a possible extra care scheme.

David Sprason, Cabinet member for Adult Social Care, said: "We are confident that we can achieve the best result for older people and find a provider who can invest in this service."

It is anticipated that a shortlist will be produced by 21 March 2008, detailed bids must be returned by 13 May 2008,bids will be evaluated over the summer and a decision on successful bidder will be taken in July 2008. The six homes will transfer in December 2008.

The Council says, in an information pack for prospective bidders: "We are seeking to attract a reputable care provider or providers who wish to purchase the six high quality care homes, in order to maintain the service into the future.

"We are looking for a provider who wants to utilise the experience and commitment of the highly skilled workforce and ensure the protection of services for existing and future residents.

"The Council’s ultimate goal is to ensure that high quality care services are available in the long-term for residents and the selection criteria for the purchasers will be based on evidence from providers that they are willing to invest in Leicestershire in the future."
