Urgent call to Muslim leaders to debrief people with warped views of Islam

UNIVERSITY OF LEICESTER ANNUAL ALUMNI LECTURE AT 6pm MARCH 18
An urgent call to action for Muslim leaders to set up community panels to debrief people with warped views of Islam is to be made by Tarique Ghaffur, former Assistant Commissioner of the Met at a speech at the University of Leicester today (Wednesday March 18).
In a hard-hitting address he will also call for:
A gagging order on extremists appearing on mainstream television channels and in public gatherings where they go about spreading hatred
A national Muslim helpline to encourage information from parents concerned about radicalisation of their children
Mosques to show civic leadership and to encourage Muslims to join uniformed services
Community safety contracts to be signed between vulnerable communities and the police
An ombudsman to oversee senior appointments within the police service
Reduction in managerialism and politicisation of policing
Mr Ghaffur will deliver the University of Leicester Annual Alumni Association Public Lecture on Wednesday March 18th at 6pm in the New Lecture Theatre, Fielding Johnson South Wing, on the Universitys main campus. It is open to the public and free.
The lecture, Leadership in Public Life, will reflect his personal thoughts based on 34 years police service and various leadership positions within Manchester, Leicestershire, Lancashire and the Metropolitan Police
Mr Ghaffur, an honorary graduate of the University of Leicester, will summarise the leadership challenges and dilemmas police services currently face, including serious and organised crime, terrorism and adequate representation of minority communities within senior ranks.
He added: I will be asking Muslim communities to do the following to tackle extremism and radicalisation.
The Muslim Council of Britain which is the leadership umbrella body for many Muslims in Britain should as matter of urgency seek legal advice regarding extremists. The legal advice should explore possibilities whether any injunction could be brought in the interests of community safety and cohesion to ban them from appearing on mainstream television channels and in public gatherings where they go about spreading hatred.
The associations and institutions representing Muslim Academics and theologists should urgently consider setting up community panels to de-brief people with warped views on Islam. Such panels exist in Saudi Arabia and appear to work well to change mindset and behaviour.
The panels could be supported with a national `help line to encourage information from parents concerned about their children turning radical. Law enforcement agencies could consider referring some people on the periphery of criminality to the panels for non judicial interventions akin to successful restorative justice methods for offenders.
The mosques as important pillars of Muslim communities should show civic leadership by actively supporting main stream institutions and voluntary agencies. They should encourage their communities to join uniform services as well as encourage membership of important others.
In the lecture Mr Ghaffur will also :
Call for Community Safety Contracts to be drawn up between vulnerable communities and Police within difficult neighborhoods. The contracts will allow police to use best methods, tools to tackle dangerous people, criminal networks and get a mandate to do so from communities and their representatives.
Comment on lack of confidence amongst minority officers in current selection systems. He will call for an independent appointment commissioner or an ombudsman to oversee senior appointments within the police service. Mr Ghaffur said that he does not agree with the implementation of affirmative action (positive discrimination) for selecting senior chief officers.
Stress the need for shared responsibility for safety amongst vulnerable communities and will outline the work his Community Safety Foundation will do in London.
Recommend that police leadership should concentrate more on operational leadership rather than being just managers and also remain independent of politics and instead deal with harm within grass roots communities which are constantly changing.
Ugandan-born Tarique Ghaffur has spent his entire career in the police, rising through the ranks from Police Constable to Assistant Commissioner of the Metropolitan Police, a position equivalent to a county Chief Constable. He became the highest ranking Asian and Muslim police officer in the United Kingdom, and an acknowledged champion of equality and diversity.
