Recognition for Enviro-Crimes Group

A COUNTY-wide forum set up to tackle environmental crimes has been recognised at a national awards ceremony.

Charnwood Borough Council is one of the partner authorities in the Leicestershire Enforcement Forum, which was named runner-up in the Innovation Category of the recent Cleaner Safer Greener Network Awards.

It was created after officers from Charnwood, Harborough District Council and Leicester City Council discovered they were both investigating the same person for fly-tipping offences and now all authorities in the County are represented on the group.

The forum means information can be shared between Councils cracking down on people who fly-tip and commit other environmental crimes, which helps reduce costs and increase the number of successful prosecutions.

It has capped a good three months for Charnwood Borough Council which has successfully prosecuted nine people for environmental crimes since the turn of the year.

Cllr Mike Preston (Conservative councillor for Queniborough), Charnwood Borough Councils Cabinet member for Environment, said: We will not tolerate the actions of people who have a complete disregard for our efforts to make Charnwood a Cleaner, Greener place to live and work.

The Forum has proved to be a huge success. It not only offers value for money due to Councils working together on certain cases but has also increased the rate of capture and prosecuting offences such as fly-tipping.

It fully deserved to be recognised at the Cleaner Safer Greener Network Awards. Im positive that the sterling work the forum is carrying out will continue and officers will do their very best to bring anyone who commits an environmental crime to justice.

Kevin Biddulph, Charnwood Borough Councils Head of Street Management, added: The National Award is recognition of effective enforcement and partnership working across the County.

This, coupled with a team of dedicated officers working tirelessly to identify perpetrators of environmental crimes, helps to ensure we achieve tangible results that accord with our aim to improve the environment for residents and visitors to the Borough

People successfully prosecuted by Charnwood so far in 2009 are:

For fly tipping:

Dean Richard Smith (42) of Grassington Close, Leicester. Pleaded guilty to knowingly permitting controlled waste to be deposited contrary to Section 33 of the Environmental Protection Act 1990. Given a 12-month Community Order, told to undertake 40 hours of Community Service and pay 200 costs.

Tyrone Zico Williams (26) of St Austell Road, Leicester. Pleaded guilty to knowingly permitting controlled waste to be deposited contrary to Section 33 of the Environmental Protection Act 1990. Given a 12-month Community Order, with a supervision requirement for 12 months and a drug rehabilitation requirement for nine months.

Abdul Rahman (36) of Ratcliffe Road, Loughborough. Pleaded guilty to knowingly permitting controlled waste to be deposited contrary to Section 33 of the Environmental Protection Act 1990. Given a 12-month Conditional Discharge and ordered to pay 564.72 costs.

Darren Mark Lowe (37) of Burder Street, Loughborough. Pleaded guilty to knowingly permitting controlled waste to be deposited contrary to Section 33 of the Environmental Protection Act 1990. Given a 12-month Conditional Discharge and ordered to pay 325.99 costs.

Mosoddor Ali (79) of Brush Drive, Loughborough. Pleaded guilty to a duty of care offence contrary to Section 34(2)(a) and Section 34(6) of the Environmental Protection Act. Fined 235 and ordered to pay 750 costs and a 15 victim surcharge.

Kathryn Mary Elliott (38) of Bentley Close, Loughborough. Pleaded guilty to failing to comply with a duty of care offence contrary to Section 34 of the Environmental Protection Act. Fined 50 for a breach of a conditional discharge, 50 for the duty of care offence, 60 costs and told to pay a 15 victim surcharge.

For misuse of a waste receptacle:

Robert Robinson (20) of King Street, Loughborough. Found guilty for misuse of a waste receptacle under the Clean Neighbourhood Environment Act 2005 Section 47(ZA) and was fined 350 and ordered to pay 303.68 costs and a 15 victim surcharge.

Richard Summers (52) of Lime Avenue, Loughborough. Found guilty for misuse of a waste receptacle under the Clean Neighbourhood Environment Act 2005 Section 47(ZA) and was fined 350 and ordered to pay 272.18 costs and a 15 victim surcharge.

Ryan Porter (32) of Barradale Avenue, Sileby. Found guilty for misuse of a waste receptacle under the Clean Neighbourhood Environment Act 2005 Section 47(ZA) and was fined 350 and ordered to pay 150 costs and a 15 victim surcharge a total of 515.
