County Council to Refuse 2.75 Million Government Grant for Birstall Park and Ride

A 2.75 Million award recently announced by Labours Housing Minister Margaret Beckett to help build the Birstall Park & Ride scheme could be returned by Leicestershire County Council. The Birstal scheme is part of a 170 million fund allocated to 29 transport projects across the country and forms part of Labours fiscal stimulus package announced during the last Pre-Budget Review. Good transport links are essential to any new housing development, and this funding is intended to unlock the potential in several regions for delivering the new homes that will help to ease long-term housing need for first time buyers and families on waiting lists.
The 29 projects, paid for from the Community Infrastructure Fund, will deliver a range of new vital transport projects across the regions such as rapid bus routes, pedestrian and cycle bridges, and improvements to road junctions, and will also support 2,200 jobs as part of the Government's fiscal stimulus to support the economy in the current climate. The 29 schemes allocated funding are all small to medium scale transport projects in locations that are committed to building more homes and are keen to deliver improvements to their transport infrastructure to support this growth, as part of the governments specially designated Growth Areas and Growth Points programme.
The Birstall scheme, which is intended to reduce commuter traffic in to the City was supposed to be part financed by the developers of Hallam Fields, a major housing, industrial and retail development to the north of Birstall. However, not a penny has been handed over even though almost 100 houses, and a major service station including a Hotel have already been built. The County Council submitted an 'Expression of Interest' to the Government when they invited applications, but they incorrectly put in only the balance required to fund the project, ignoring the fact that the developers have not provided any cash. They asked for only 2.5 Million, instead of the estimated 4.88 Million actually required for the whole scheme. The Government approved their final bid, but the rules only allowed them to increase their initial bid by 10%, thus the offer of 2.75 Million.
County Hall now do not know what to do, and have even considered refusing the accept the grant.
The Community Infrastructure Fund have confirmed to Eric Goodyer, Labour's Prospective Parliamentary Candidate for Birstall, that they have awarded the County Council exactly what they asked for originally plus 10%.

We have awarded Leicestershire County Council the amount they asked for at EOI stage plus 10% in line with the awards to other locations. The shortfall is due to the issue around S106. Leicestershire County Council are investigating their options as to whether they can raise the remaining funding to complete the scheme.
Claire Poole, Labour's County Council Candidate for Birstall said "It is totally unacceptable that Tax Payers money should be used to get the developers off the hook. We allowed them to build on Green Fields and they have a moral and fiduciary duty to pay us what they owe
Commenting, Eric Goodyer told inLoughborough: "Like many others I welcomed this announcement, we have to get commuter cars out of Birstall, to reduce air and noise pollution. New bus lanes could have run along the A607 which divides Thurmaston, which would also help to reduce road speed and environmental pollution for Thurmaston residents as well.
The Tories at County Hall have messed things up yet again. If they cannot secure developer money to build a car park, what chance is there for their grand Sustainable Urban Extension (SUE) schemes to deliver any of the promised environmental and community benefits that they claim will happen.
