Regional space applications come under EU scrutiny1

A leading EU enterprise and industry representative is to visit the University of Leicester to learn about regional engagement with space research.

Director in DG Enterprise and Industry at the European Commission Paul Weissenberg will visit the University of Leicester on 27 July.

Mr Weissenberg, who is in charge of the Directorate for Aerospace, GMES, Security and Defence and is also the Coordinator for Aerospace, GMES, Security and Defence within DG Enterprise and Industry, will be at the University of Leicester as part of a short regional visit that sees him go also to Rolls Royce. He will meet with the Vice-Chancellor Professor Robert Burgess, amongst others.

Professor Paul Monks of the University of Leicester said: The visit is recognition of the profile of the space applications sector within the east midlands region and the role GNSS (Satellite Navigation) and GMES (Earth Observation G-STEP) play in positioning the East Midlands as the UKs centre for space applications alongside our pre-eminent role in technology.

Currently the east midlands is the only UK member of NEREUS (Network of European Regions Using Space Technologies), which is leading to project and partnering opportunities, and a close working relationship with the European Commission.

We are delighted to receive this visit which is a testament to the high-impact space applications and technology have in the development of the regional economy. Leicester is the UKs leading academic centre for space research and has pioneered a cross-disciplinary approach to space issues. Leicesters position of University of the Year and its proactive engagement with the community, business and the regional and European agendas is a model.

One of the things Mr Weissenberg will be interested in is GMES (Global Monitoring for Environment and Security) - a flagship EC/ESA programme which represents a concerted effort to bring data and information providers together with users. The GMES programme applies data from satellite, aerial and ground-based earth observation to information and decision-making products and services.

Professor Monks added: GMES is an emerging information technology, potentially providing novel commercial applications, enabling more efficient and informative systems in many priority industrial sectors both locally and nationally.

In the medium term, GMES represents a paradigm shift in the information and service market, in a manner similar to that already being achieved with global satellite navigation and positioning.

Mr Weissenberg will also learn about G-STEP, a Space Technology Exchange Partnership that has been established in order to support business and public sector organisations use state-of-the-art Earth Observation information technology.

The Partnership was launched last month at the University of Leicester. The knowledge-exchange hub is co-funded at 1.86 million by the European Regional Development Fund (ERDF), EMDA (East Midlands Development Agency), the Leicestershire Economic Partnership (LSEP) and the University of Leicester.

Professor Monks, who is Director of G-STEP, added: The exploitation of this technology is expected to have a major impact on business operations and competitiveness. We are being pro-active and going-out to the business community and saying, what are the issues you would like solving, then using a model of innovating, partnering or brokering the solution from our knowledge base. In practical terms, we will work with business partners to develop value-added services that exploit environmental data from the GMES system. In this way, we will be promoting EO businesses rather than competing with them.
