A Leicester bar has had its licence revoked following concerns raised by police.

Leicester City Licensing Authority heard an application to review the licence at the Blue Rooms (Glo Bar) in the Benjamin Russell Building in Eastern Boulevard, Leicester, on Monday July 27, 2009. 

As a result of the evidence provided, which included the sale of alcohol to underage customers, the Licensing Committee decided to revoke the licence under the Licensing Act 2003. The decision was based upon the licence holder’s failure to comply with the licensing objectives, namely protecting children from harm. 

The Committee noted the lack of co-operation with police, the absence of the designated premises supervisor at the premises and the lack of mitigation or presence at the review hearing. They also commented that the police and licensing authority had done everything possible to assist the designated premises supervisor and licence holder to help run the premises in line with the licensing objectives, all of which had failed. 

PC Tejas Mavani from Hinckley Road local policing unit said: “We are here to help, but if licence holders are not willing to work with us and help themselves and their business then unfortunately a review of their licence is the route that we have to take.

“It is not something that we do lightly and it is a last resort. In this case we have tried to work with the licence holder and held many meetings with them but they have not been co-operative.” 

The licence holder of the Blue Rooms was not at the hearing. They now have 21 days to appeal the decision before it becomes effective.

As part of Leicestershire Constabulary’s Safer Summer campaign, test purchase operations are being carried out at bars and off-licences across the city to prevent underage drinking. Leicestershire Constabulary will not hesitate to take action against those premises which repeatedly sell alcohol to under-18s and do not uphold the licensing objectives of preventing crime and disorder, promoting public safety and protecting children from harm.
