Second hand cars bought from independent dealers remained at the top of the list of complaints received by government-funded advice service Consumer Direct East Midlands in the first half of this year.

In total, the OFT-managed service took almost 40,000 consumer complaints in the six month period to the end of June 2009.

Among the top 10 list, complaints about laptops, TVs and women's clothing rose, while grievances about mobile phone contracts, handsets and internet service providers were down.

One in three complaints were about defective goods, while one in four were about substandard service.

The Department for Business, Innovation and Skills, in partnership with Consumer Direct, will launch the Know Your Consumer Rights campaign later this year to help boost consumer confidence when buying goods.

Consumer Minster Kevin Brennan said: We want to empower consumers so that they are confident about their rights when buying goods and services in shops and via the internet.

Of course, fewer complaints are also good for businesses. Thats why we are working with companies on the Know Your Consumer Rights Campaign to help them improve their knowledge of consumer rights too.

The complaints data collected by Consumer Direct is used to help the OFT, local authority Trading Standards Services and other regulators build intelligence, determine priorities and focus resources.

In May 2009, in response to the high volumes of complaints about second hand cars, the OFT launched a study into the market to understand the reasons for the high levels of dissatisfaction and to consider whether existing consumer protection legislation is sufficient and effective.

Sara Barry, Consumer Direct East Midlands Manager said: 'A large proportion of customers are complaining about faulty goods, so it's important that people know they have rights and may be entitled to claim free repairs, replacements or refunds.'

Further advice and information on consumer rights is available on the Consumer Direct website at www.consumerdirect.gov.uk or by calling 08454 04 05 06.
