3CAP launches localised traffic management code

The 3 Counties Alliance Partnership (3CAP) has launched a localised version of part of the Highways Agency’s ‘Traffic Signs Manual’.

Chapter 8 of the ‘Traffic Signs Manual’ is currently the only formal guidance available to local authorities on the deployment of temporary traffic management associated with work on the public highway.

This manual, however, is more geared to motorways and trunk roads and so is not always appropriate for use on local roads.

Following Nottinghamshire County Council’s decision to locally review its temporary traffic management arrangements, a new guidance document was produced on a joint basis through the 3CAP arrangement.

All three counties in the Alliance can now benefit from a standardised code of practice, for use on the local road network.

The new document, called ‘The Code of Practice for Temporary Traffic Management at Road Works’ is the first of its kind in the UK.

It took over a year to produce and cost the 3 Counties a combined £38,000. As a collaborative project, this has saved the counties around £21,000.

Based upon interest expressed so far in this work, it is hoped some of this cost will be recouped through subsequent sharing of the information with other authorities and contactors

Once it is formally agreed and issued, this localised code of practice will be a vital document to local authorities to assist with ensuring the safety of the travelling public and their workforces during work on the public highway.
