Disablist hate crime 'falls under police and local authority radar'

A recent study into Hate Crime, including the targeting of people with disabilities, reveals that disablist hate crime often finds itself on the periphery of academic and practitioner concerns.

The study in the University of Leicester Department of Criminology identifies that disabled people remain marginalised in discussions about hate crime

The death of Fiona Pilkington and her daughter Frankie after they were terrorised by youths has led a jury to partly blame the police and two councils.

Jon Garland, a senior lecturer in criminology at the University of Leicester, said: Disablist hate crime often finds itself on the periphery of academic and practitioner concerns, something which is illustrated starkly by attitudes to the long-term suffering of Fiona Pilkington and her daughter Frankie.

Through its assessment of the nature and impact of disablist hate crime, our research notes that unlike other forms of hate crime where the perpetrator and victim are often strangers to each other, violent disablist assaults are often carried out by friends or carers whom the victim knows well.

Low-level hate-related harassment, perpetrated by people that the victim knows, is also common, and is extremely damaging and hurtful. However, as in the Pilkington case, this type of hate crime often falls under the police and local authority radar.

The Leicester research concludes by suggesting that the victimisation of disabled people is rightly classified by the criminal justice system as a hate crime as it shares several characteristics with other forms of this type of crime.

Its continuing marginalisation from mainstream hate debates may be down to the fact that those who suffer disablist harassment are not commonly seen as ideal victims deserving of sympathy, and only when this is rectified will disablist hate crime occupy the central place within the hate debate that it deserves, said Garland.

The research reveals how repeat incidents of verbal abuse, name-calling, intimidation, low-level anti-social behaviour have a cumulative effect on the victim and place a potentially huge emotional burden on them.

These forms of prejudice occur amongst people of all social background and are not restricted to the stereotypical socio-economically deprived neighbourhoods. They are, in fact, just as likely to feature in Middle England as they are in less affluent, working-class areas.

The study shows hate crimes are not simply race-orientated (e.g white against black or vice-versa) but include acts of prejudice directed towards peoples sexual orientation, religion, disability and transgender status.

The researchers call for greater recognition of these crimes under the banner of hate crime and argue that the hate crime concept has value in drawing attention to the shared vulnerabilities of all minority communities.
